Ashtabula County Jail inmates with a trust account are provided access to order telephone debit time, food, clothing, and hygiene items from a commissary menu through JailATM.com. Orders can be made, checked, and modified by the inmate through the inmate phone system.
Friends and family members can deposit money on an inmate’s trust account using Visa and Mastercard credit cards or debit cards through the above link. Inmates can also receive care packs from friends and family members through JailATM.com.
Under Ohio Revised Code, sections 2929.36 through 2929.38, inmates of the Ashtabula County Jail are required to pay costs of confinement in the facility. Costs of confinement include a one-time $60 booking fee, $2 for each visit to the jail physician, 50% of all fees associated with dental visits or services and the cost of repairing property damaged by the inmate. Twenty five percent (25%) of each deposit on the inmate’s commissary account will be applied to the costs of confinement only until the costs of confinement are satisfied.
Any money remaining on the inmate’s commissary account is returned to the inmate, upon release.
Inmates are provided telephone access through CIDNET during permitted hours on a daily basis. With CIDNET, inmates can talk with their families with video visits, e-mail messages, and phone calls. Family members must create an account and buy data. The data balance will be consumed when talking to an inmate.

Calls may be made by phone debit time purchased through the commissary program. New inmates are provided a free, local phone call when booked into the facility. Inmates are also provided free calls to the Ashtabula County Public Defender's Office.
All calls, with the exception of attorney calls, are recorded and subject to monitoring by jail staff.
